Statement by Ambassador Mitsuru Kitano at the Board of Governors Meeting starting on Monday, 6 June 2016 Item 7: Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231(2015)

Thank you, Mr. Chairman,
Japan takes note of the Director General’s report on Verification and Monitoring in the Islamic Republic of Iran in light of the United Nations Security Council Resolution 2231 dated 27th May 2016 (GOV/2016/23).
Japan strongly hopes that the JCPOA will continue to be fully implemented, as this would strengthen the international non-proliferation regime and contribute to the peace and stability of the Middle East region. Japan will support the implementation of the JCPOA in a proactive manner. Japan welcomes the developments, as stated in the DG report, that the Agency conducted complementary accesses under the Additional Protocol in Iran and Iran accepted additional Agency inspectors designated for Iran.
In this regard, it is of great importance that the Agency continues to monitor and verify Iran’s implementation of the Additional Protocol and its other nuclear related commitments under the JCPOA, and Agency’s regular reports should provide adequate information on Iran’s implementation to the Board.

With regard to the issue of incorporating the JCPOA related cost into its regular budget from 2017, we are pleased that Member States have reached an agreement that will ensure predictability of funding in the coming years. Japan welcomes this important achievement. In order to secure sufficient resources for the JCPOA, extra budgetary support is also important. In this regard, we look forward to seeing as many Member States as possible supporting the implementation of the JCPOA. Japan, on its part, will consider its appropriate support.

The exclusively peaceful nature of Iran’s nuclear programme must be ensured through the full implementation of the JCPOA. Japan hopes that the Board of Governors will continue to address the verification and monitoring in Iran in its future meetings in an appropriate manner, based on regular reports by the Director General that contain adequate information regarding Iran’s implementation of its commitments.

The Practical Export Control Workshop was hosted by the Wassenaar Arrangement as part of its 20th Anniversary programs and held at the Permanent Mission of Japan to the International Organizations in Vienna on 27 and 28 June 2016. More than 100 government representatives from 46 countries participated in the technically focused Practical Workshop.
Workshop speakers included the 2016 WA Plenary Chair Ambassador Anu Laamanen (Finland), 2016 WA General Working Group Chair Ambassador Paul Beijer (Sweden), 2015-2016 WA Experts Group Chair Robertas Rosinas (Lithuania), 2016 WA Licensing and Enforcement Officers Meeting Chair Jon Erik Strömö (Norway), as well as the Head of the WA Secretariat, Ambassador Philip Griffiths. The WA control lists as well as export licensing and enforcement topics were covered during the two days.
